I feel a lot better about the Korea-U.S. Free Trade Agreement than I did eight months ago. Back in June, this agreement, negotiated long ago in 2007,[link widoczny dla zalogowanych], basically looked dead in the water. When Koreans asked where the FTA rated in Washington, they were constantly told that much bigger issues -- healthcare reform, and the war in Afghanistan -- took precedence. To make matters worse,[link widoczny dla zalogowanych], double-digit unemployment rates (10 percent) coupled with a $300 billion trade deficit gave the young president virtually no room on trade.
Then Obama went to Asia in November 2009. Attending the APEC meetings in Singapore, what struck the president was that in virtually every meeting, each Asian leader pointedly asked him what the U.S. position on trade was. After all, APEC member countries make up 44 percent of global trade,[link widoczny dla zalogowanych], according to the Office of the U.S. Trade Representative, and Asian leaders found it unconscionable that an American president could show up at the biggest summit of trading Pacific nations 11 months into his own term but without a trade policy. Obama responded that with trade deficits over $300 billion, it would be difficult to push trade deals that would outsource American jobs and that tabling of the Korea-U.S. FTA would have to await some rebalancing of trade.
To this, Lee made very clear that Obama's trade deficit problem was with China (at $209 billion for the first three quarters of 2009), not with the Korea, where terms of trade are much more balanced (at about $10 billion deficit for the same period in 2009). Thereafter, Obama in public venues noted the difference between China and Korea trade with the U.S.
Then came Obama's decision in December 2009 to send an additional 30,[link widoczny dla zalogowanych],000 troops to Afghanistan. Though not directly related to Korea-U.S. FTA,[link widoczny dla zalogowanych], this decision offered a glimmer of hope for the agreement. Obama's long and careful decision-making process on Afghanistan was arguably the first truly presidential decision he has made. The decision to raise troop levels was made because he believed it was in the nation's best interests to do so -- even if this upset his base of support in the Democratic Party, who would have preferred withdrawal. That Obama stood up to the base is a sign that he could do the same on free trade if he believes it is truly in U.S. interests to do so.
Then,[link widoczny dla zalogowanych], in January 2010,[link widoczny dla zalogowanych], Scott Brown was elected senator of Massachusetts. This surprising Republican taking of the seat vacated by the late, great Democrat Senator Ted Kennedy, potentially unhinged the delicate balance the Democrats hope to exercise in the Senate to get passage of controversial healthcare legislation. While healthcare reform remains important, the shift in the balance of forces will require more compromise on a bill, as well as reduce the all-consuming nature of the issue, potentially leaving room for the taking up of trade by the White House.
Coupled with this concatenation of forces, Korea moved quietly but efficiently ahead with its FTA negotiations with the EU and India. The near completion of both of these deals, with the Korea-EU FTA nearly completed and Korea and India having signed a de facto FTA in August 2009, was not lost on trade-conscious American firms and trade experts, who could calculate the significant trade diversion effects suffered at the hands of EU and Indian products.
These events all led to Obama's State of the Union speech last week in which he did three things that bode well for the FTA. First, he linked publicly for the first time expanded exports and American economic recovery. Second, he linked expanded trade with the creation of new American jobs, particularly in the service sectors, and called for the doubling of exports by 2015. In his words, "The more products we make and sell to other countries, the more jobs we support right here in America. So tonight,[link widoczny dla zalogowanych], we set a new goal: We will double our exports over the next five years, an increase that will support 2 million jobs in America."
And third, he gave a shout-out to key trading partners Korea, Panama, and Colombia -- all of whom have FTAs on the block waiting for passage. "We have to seek new markets aggressively, just as our competitors are. If America sits on the sidelines while other nations sign trade deals,[link widoczny dla zalogowanych], we will lose the chance to create jobs on our shores," he said.
No one is expecting a major administration push on the FTA in the near future. After all, healthcare reform is still unfinished and the Democrats are unlikely to take any action that might alienate key constituencies as they prepare for the November midterm elections. Nevertheless, it is not inconceivable that there could be a solid push for passage, shortly after the midterm elections.
